Review of the Legal and Institutional Framework for Disaster Risk Management in the Philippines (TA)

The objective of this assignment was to complement the current review process by focusing on key concerns under the facilitation of the National Economic and Development Authority (NEDA), acting in its capacity as the agency vice-chair for the recovery pillar of the DRRM framework and as the premier planning authority in the Philippine Government. This review mapped and analyzed the adequacy, effectiveness, and appropriateness of policies, institutional structures, roles and mandates, and corresponding capacity requirements for effective coordination and implementation, in such themes as:

  • Ex ante disaster risk management;
  • Ex ante disaster risk financing and insurance;
  • Recovery and reconstruction policies, coordination and implementation arrangements; 
  • Complementarity and integration of the country’s DRM framework and institutional system with the Philippine Development Plan.
